Database Developer Consultant

The GWOPA website and associated databases aim at increasing awareness of GWOPA's work and WOPs practice as well as wider engagement and interaction with key stakeholders. The general purpose of the assignment is to provide development and design services to update and maintain the GWOPA WOP, Operator and associated databases to be well integrated with the new GWOPA Website and bolster internal analysis needs.

Under the direct supervision of the Officer in Charge, and in collaboration with the Knowledge Management and Communications Consultants, the incumbent will provide back and front-end database infrastructure design, development and customization support to GWOPA's external-facing web content management systems and applications in line with the GWOPA Communication and data management Strategy, and will undertake the following main tasks:
• Design and develop an updated Operator, WOP and associated databases by identifying database requirements and gaps.
• Recommend appropriate solutions by defining database physical structure and functional capabilities; collection processes, maintenance, analysis, extraction and security
• In collaboration with the Web developer, integrate the various databases with existing structures on the new GWOPA database (I.e. new resource library structure, front end database interface)
• Update the website user manual to include database management components

Competency:

• Candidates will be evaluated on their experience within the required field.
• A strong portfolio of work related to water and sanitation or/and development issues is an added plus.
• Shortlisted candidates will be asked to show examples of their work.
• Candidates should be able to adapt to existing graphic styles and codes of GWOPA.

Skills:

• Clear and mature style of design, demonstrating an understanding of the communication requirements of a UN agency.
• Good understanding of new and evolving technologies and digital platforms.
• Strong creative skills.
• Proven team-working ability.

Academic Qualifications:

• A university degree in digital communication, computer science or a related field is required.
• In lieu of a university degree, applicants with two additional years of directly applicable professional experience will be considered for this consultancy.

Experience:

• Five years' experience on digital projects are required, online project management in public institutions, academia or civil society organizations.
• Proven experience developing and managing websites with WordPress content manager.
• Strong hands-on experience with PHP, Python and MySQL database.
• A minimum of two (2) years of hands-on development experience.
• Five years' experience with TypeScript or modern JavaScript.
• Experience with database design would be an added advantage

Language:

• Excellent English language is required, both understanding and writing skills. Knowledge of Spanish will be an asset.

Location for this consultancy will be Bonn, Germany or home-based.
